Housing Committee Chairman State Representative Larry B. Butler (D-Waterbury) hailed the passage of legislation Tuesday that implements the recommendations of a Connecticut Housing Finance Authority task force that examined the state’s response to foreclosures. 

“Our housing market is still recovering slowly and many homeowners remain in difficult financial situations,” said Rep. Butler.   “This legislation will continue helping homeowners who are struggling.”

 The legislation makes it easier for people to qualify for the authority’s Emergency Mortgage Assistance Program (EMAP). It also allows for EMAP recipients to file defenses, counterclaims or set-offs against foreclosure on the assisted mortgage and specifies that the calculation of the maximum 60 months of EMAP payments begins with the first payment.  The bill also makes information on foreclosure mediation widely available.

 In addition, $60 million in bonding has been approved to finance EMAP.  Rep. Butler is in his 3rd term serving the 72nd House District in Waterbury
